Amen Makoto is Kakerou Referee #7 and one of the Referees that participated in the Ban match on Protoporos Island.

Amen has slicked-back black hair that is shaved in a lined style. She is also able to grow a mustache which she has in an English style.

Amen is very calm and passionate about her Referee duties. According to Ikon Jyuuzou, she has a "hypocritical way of talking".

Based on her nightmare, she also feels lonely due to her status as the youngest Referee.

Amen was kidnapped when she was 8 years old. The experience traumatized her and led her to later kill her kidnapper, with this event garnering Kakerou's interest in her. She eventually joined Kakerou by defeating a Referee at 17 years old.
